Context

Counterpart International helps people build better lives and more durable futures, community by community. We equip individuals, organizations and communities-our counterparts-to become solution creators in their own families, communities, regions and countries to tackle social, economic, environmental, health and governance issues. In Senegal Counterpart since 2001 implements among others an integrated school feeding and nutrition project "McGovern-Dole International Food for Education and Child Nutrition" financed by US Department of Agriculture (USDA) named Sukaabe Janngo (Children of Tomorrow) (2018 - 2022) and a complementary project to support local food procurement entitled Transition of Food in School Canteens in Senegal (TACSS). Both projects will be implemented in the Saint-Louis region.

Activités principales

  • Manage field staff effectively to execute all assigned activities facilitate the smooth running of Saint Louis’ office.
  • Collaborate with Country Representative and Senior Management Team in recruiting and training/coaching field employees
  • Coordinate proactively with cross-functional teams (Sector experts and Lead Facilitators) to maximize productivity and sustainability outcomes through effective planning, implementation, monitoring and evaluation and learning activities
  • Supervise the field project officers and the other staff employed in the project,
  • Assist in goal setting, skill development and performance evaluation activities
  • Lead, manage, inspire and hold field staff to higher performance levels and Counterpart’s corporate values.
  • Ensure that progress is made towards project results framework and that all implemented activities are relevant to the mission and vision of the organization
  • Perform project management tasks including project timeline estimation and task assignment.
  • Prepare and hold weekly, monthly meetings and ensure the reservations and other logistics,
  • Prepare and submit weekly and monthly project status reports
  • Ensure strict compliance with Counterpart International's policies and procedures on human resources, purchasing and finance
  • Prepare project field office budget and schedule.
  • Ensure strict compliance with the Organization's security protocol and ascertain that safety practices are followed to create healthy and positive working environment.
  • Ensure that the field office is adequately staffed and allocate resources and supplies to assume their responsibilities to the highest potential.
  • Ensure that monthly inventories are finalized for both material goods and food,
  • Ensure the efficient use of computer equipment, vehicles and other office equipment
  • Work with the Senior Management Team (SMT), in the design and development of new programs as needed
  • Represent Counterpart International on the field and everywhere else as needed,
  • Ensure the delivery of quality reports, within the given deadlines and maintain complete and accurate documentation of project tasks.
  • In collaboration with Senior Program Officer, maintain good working relationship with partners and foster teamwork
  • Periodically visit project activities in schools and report on activities in detail.
  • Invest in building relationships, both with direct and indirect beneficiaries (cognizant government partners at all levels including target communities
  • Support Counterpart’s board members by supporting their operations and administration.
  • Foster a single project vision among all partners that provides unity and inspiration
  • Carry out any other task required by the Country Representative.

    Le profil recherché pour occuper le poste de Program Manager

  • Formation : At least a master's degree or any other degree recognized in equivalence in one of the following fields: International Development, Public Health, Economics, Nutrition, Business Administration, Sociology or Project Management.
  • Expérience requise : Minimum of seven (7) years of experience in managing development projects preferably on a USG donor-funded project
  • Compétences techniques

  • Have a good ability to handle conflicting tasks; an ability to prioritize and deliver high quality performance on a regular basis.
  • Good knowledge of partnership environment, food security, aid policies of donor government, humanitarian issues, resource mobilization strategies.
  • Demonstrated knowledge of U.S. Government rules, regulations, policies and procedures.
  • Knowledge of USDA and USAID rules and procedures, including the regulation 211 is required.
  • Knowledge of MS Word, Excel and PowerPoint.
  • Excellent organizational, analytical, oral, and written communications skills.
  • Demonstrated supervisory and leadership skills.
  • Have a good ability to manage relationships with diverse people; an ability to work well alone and in a team environment;
  • Excellent Communication skills e.g., fluency French and in English (verbal and written) are required.
  • Having a good command of pulaar and wolof is a plus.
  • Experience in the NGO community and a good knowledge of the Saint Louis region is a plus.
