  • The Program Evaluation and Learning (PELM) Manager will work under the leadership of the Country Representative to manage all aspects of the Monitoring, Evaluation, Accountability, and Learning (MEAL) plan for the USDA McGovern-Dole Food for Education and Local Regional Procurement projects. The PELM Manager will lead the development of MEAL strategies (per the approved MEAL Plan) outlining M&E systems for data collection, targeting and tracking custom and USDA indicators, knowledge management, impact assessments, learning activities and reporting. S/He will ensure that the project delivers high-quality programming and reporting, while continuously improving the impact of its programming and advances Counterpart International’s technical vision. The PEL Manager will:
  • Develop and oversee monitoring systems to track successes of program implementation. Design research and evaluation efforts to assess the impact of McGovern and Dole and LRP programs. Improve data systems - collection, storage, use – to increase effectiveness and scalability of M&E systems. Act as a key technical lead for quality MEAL design, including tools, methods, and budget, appropriate to scope, context, and technical requirements of project design and proposal development. Explore and provide recommendations for innovative technologies to streamline monitoring, evaluation and other operational functions
  • Manage and implement all MEAL activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with Counterpart’s MEAL Policies and Procedures, donor requirements, program quality principles and standards, good practices, and budget. Ensure project team and partner staff use appropriate MEAL systems and tools, including adaptive learning and management. Coordinate with Counterpart-led consortium partners to ensure quality implementation of project performance and impact evaluations in line with donor-approved evaluation plan and terms of reference
  • Ensure quality and timely maintenance and operation of data management systems and practices. Analyze MEAL data (both qualitative and quantitative), and work with Country Representative to integrate data analysis, reflection, interpretation and use with on-going project activities for evidence-based decision-making. Support the development of high quality donor and government reports. Prepare high-quality reports for internal and external audiences. Build an organizational knowledge base through research and partnerships. Develop and sustain a partnership with international academic/research institution to provide additional evaluation technical support
  • Effectively manage talent and supervise a team of 3 full-time staff. Provide oversight to the field M&E Officer and Data Analysts on data collection and analysis, and to ensure the timely completion of M&E activities. Coach and strategically tailor individual development plans, contribute to the recruitment process of MEAL staff, and complete performance management for direct reports
  • Champion learning with project staff and partner teams and facilitate Collaborating, Learning and Adapting (CLA) strategies through:
  • Use of data to make programmatic recommendations to Counterpart senior leadership. Collaborate with management team to set program milestones and Key Performance Indicators
  • Oversight of impact narrative for external communications including donors, government, and partners in collaboration with Senior Program Manager,
  • Proactive identification of issues and concerns and use of participatory processes to overcome implementation obstacles. Share MEAL learning in relevant Counterpart or external meetings and events
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality MEAL and project implementation
  • Help identify, assess and strengthen partnerships relevant to MEAL, applying appropriate application of partnership concepts, tools and approaches
  • Coordinate and monitor financial and material resources relevant to MEAL needs. Through planning and oversight ensure efficient use of project resources

    Le profil recherché pour occuper le poste de Program Evaluation & Learning Manager

  • Formation : Master's Degree in International Development, International Relations or in the field of statistics or education required. Additional experience may substitute for some education
  • Expérience requise : Minimum of 5 -years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO
  • Compétences techniques

  • MEAL skills and experience required, especially with systems mapping, activity monitoring, data collection, training data quality assessments, Third Party Monitoring and Evaluation, and Learning and Adaptive Management methods
  • Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
  • Advanced skills in data analysis presentation and report writing combined with a proactive, energetic approach to problem solving
  • Experience engaging with varied partner organizations is a plus
  • Prior Experience working with USAID, USDA, international donors required
  • Experience contributing to the development of technical proposals
  • Deep understanding of local Senegalese contexts and current political and social conditions in Senegal; experience managing data collection processes in an operationally challenging environment a plus
  • High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, STATA)
  • Proficiency in French required
  • Professional written and oral fluency in English required.
