Activités principales

  • Collaborate with the Senior Director of Finance & Administration, the Country Representative and HQ Program and HR teams to ensure that HR & Administration systems, including policies and procedures are developed, continuously monitored and updated, and are compliant with local laws and in line with HQ and local standards.
  • Work with HQ Programs and HR teams to maintain and disseminate the HR manual and support staff with all their Administration & HR needs including benefits administration, leave scheduling, timesheets, etc.
  • Support the Administration Officer in administrative and logistic support tasks;
  • Maintain administrative staff by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities.
  • Manage the Performance Improvement Process for employees, train supervisors and coordinate accomplishment of staff results helping management team communicate job expectations; planning, monitoring, and performance appraisals; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures. Conduct exit interviews for voluntary departures
  • Facilitate achievement of financial objectives by anticipating requirements; submitting information for budget preparation; scheduling expenditures; monitoring costs; analyzing variances.
  • Maintain professional and technical knowledge by attending educational workshops; benchmarking professional standards; reviewing professional publications; establishing personal networks.
  • Support the hiring managers with all the recruiting needs following the recruiting lifecycle and company recruiting procedures.
  • Collaborate with Country Representative and HQ Programs and HR teams to ensure that HR & Administration systems, including policies and procedures are developed, continuously monitored and updated, and are compliant with local laws and in line with HQ standards.
  • Develop, implement and monitor all HR country office support systems including sourcing, recruiting, performance management, training, benefits and compliance/ethics to ensure smooth functioning, communication and coordination with HQ.
  • Oversee the hiring process and advise selection committee members on interview and selection process. Prepare the contracts for new employee, extensions, and track the expatriate’s visas for renewal and extensions as needed
  • In collaboration with the HQ HR and Programs team, develop and implement recruiting and retention strategies
  • Recommend and manage/lead training, as well as identify staff development opportunities.
  • Mitigate potential HR related conflicts/issues, seek and make recommendation for resolution.
  • Maintain or delegate the HRIS Ultipro operations to ensure accurate headcounts for all local staff and monthly reporting to HQ HR
  • Plan and organize all HR & Administration activities in conjunction with the Senior Director of Finance and Administration, the Country Representative, HQ Programs and HR teams
  • Oversee benefits administration in compliance with the local requirements and ensures that employees are enrolled in all applicable benefit plans with appropriate documentation.
  • Leads the formal new employee orientation program and ensure that all units are informed of the new hire start.
  • Initiate, lead and recommend initiatives to improve HR policies and procedures, work environment and culture at the local level. Maintain knowledge of industry trends and all local regulations and ensures organization’s compliance with requirements, including mandated reporting to the local authorities.
  • Maintain personnel files forward copies contracts, job descriptions, performance evaluations, compensation details and succession plans. to HQ
  • Conduct regular audits of the Employees files. Coordinate the annual certification of the Ethics and Conflict of interest policies and training in addition to being prepared to respond to any discrimination practices according to Counterpart HR policies. Ensure the implementation of the HR Maintenance checklist and coordinate with the HQ HR on any HR events as necessary. Maintain the HR metrics on a quarterly basis. Report monthly, or as requested, on leave balances for staff.

  • Formation : Master's Degree in human resources, Administration, Leadership, Training & Development or other relevant field of study
  • Expérience requise : A minimum of 7 years relevant HR experience. At least 3 years in a managerial and/or supervisory capacity
  • Compétences techniques

  • Preferred experience in a donor environment or international organization with food security and nutrition programs
  • Progressive experience in the areas of: Administration, Recruiting, HR operations, Staff supervision, Training and Development, Benefits administration, Compensation, Performance Management, HR information systems as well as USDA or USAID rules and regulations governing staffing.
  • Experience managing human resources and staffing policies is required. Ability to mentor staff.
  • Excellent knowledge of local labor laws, HR rules and regulations in Senegal.
  • Strong interpersonal, presentation, training and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
  • Ability to juggle multiple tasks simultaneously and to work with remotely located staff
  • Ideal candidate would display a proactive approach, positive demeanor and personality, influencer, strong advocate for integrity and ethical behavior.
  • Ability to work independently and as a team member, ability to build rapport and collaborate with diverse groups and departments is key.
  • Excellent computer skills (Microsoft Word, Excel, PowerPoint). Experience with Ultipro is a plus or any HRIS platform.
  • Proven capacity to develop and maintain strong and cooperative relationships with others in the organization and across all functional areas to ensure that we achieve the best results for our programs.
  • Excellent Communication skills and demonstrated fluency in English and French is required.
